It is fraud because Indian government won't be using an outlook account which this email specify to reply on other thing is payment is in pound so why Indian government would pay you in pound rather than in rupees. Other thing is the guy to contact is Rajesh Singh and at the end of the detail there is name of Raghuram Rajan so it does not make sense.
Of course it is a fraud so by giving this type of details mentioned above could result in fund transfer from your account to other account and no authority could check this email because this type of mails comes by bouncing from one email to other email so it become difficult to trace where this email come from.
So use your simple logic to avoid this type of fraud and be safe.
